if u want to change the banner which comes "before" u login, e.g. after
u get conected to a machine after saying "telnet somemachinename", then
u wil hav to edit /etc/issue.net. as mrinal pointed out, in RH releases,
the rc.local overwrites the /etc/issue and /etc/issue.net at every boot
(for unknown reasons ;-)

i think the original poster wanted to ask abt the banner which come
"after" one logs in. it resides in the file /etc/motd (acronym for
"message of the day").
