I don't know specifically about the registrar tera-byte.com  But most
domain name registrars only provide "dummy" name servers when you register
your domain without specifying your own name servers.  By "dummy' I mean
they will resolve anything under the registered domain name to themselves.

You have two options:

1. Run BIND (i.e. DNS server) on the machine which has the static IP addr. 
Then find someone else who is running their own DNS server and ask them if
they can act as your secondary ("slave") name server.  Once this is taken
care of, you can go to tera-byte.com and change your domain's primary name
server to be yourself and secondary to be the slave name server being run
by your friend.

2. Ask the folks at tera-byte.com if they can continue being your primary
and secondary name server but also providing real domain name entries for
machines under your domain name.
