Well, it is a shorter implementation on the source you found at 
rpmfind.net. What it does is:
Parse /proc and pick up details about current processes, cpuinfo, 
memory statistics, etc.....
Pretty easy stuff (One or two days of work)

About the GPL, read the License that came with your Linux install, that 
is the GPL (It should be in a file called COPYING, or it is available 
at www.gnu.org )
