For that you have to install squid proxy server. Proxy server is one s/w
which can be used to give internet access with control and validation
for clients in a LAN. Once it's installed properly at the server having
an out side connection, you can ask your client users to set in their
browsers , proxy server => your server name.

Once a user tries to browse squid will prompt for user-id and password.
It is that user-id and password which is there at your server.

Features of squid includes

    You can set timings in squid.conf such that limited users will have
full permission for browsing net and rest  at a particular time
interval. Like that you can control access of users.

    For monitoring who is using the net for what purpose and which URL,
you can collect the info from access.log file generated by squid, which
gets updated each time a user browses.

mirror sites

Note: Reading squid.conf file itself will provide you a great
information.
