Well, change your fetchmail settings to deliver mails in multidrop mode.
It is as easy as running fetchmail with a fetchmailrc like:

poll servername localdomains your.domain.com proto imap user username
pass password fetchall to *;

Now individual users' .procmailrcs will work.

Of course, run it in verbose mode, with the --keep commandline
option to test it.
