Hmm..... Interesting.
I read somewhere in the qmail man pages that
a) if you run qmail in supervisory mode you can do things "instantly"
b) else there are ***decent*** ways of killing qmail-send.  In fact there 
is no need to use the sigalrm feature.
Can't state it offhand but it is there in the documentation.  Also there is 
very very rarely a need to control qmail using cron jobs.  You can do it 
directly with built-in scripts/commands from qmail.
