Quite a few - as they are directly downstream from Cable and Wireless.
However, as VSNL is blocked from several networks for persistent spam etc (and
as they were UDP'd a while back) I wouldnt recommend posting through
news.vsnl.net.in
However, the situation _may_ have changed in the past year or so as VSNL has
cleaned up its act.
Note that only people in VSNL netspace (using a vsnl dialup / leased line) will
be able to connect to news.vsnl.net.in
