NTP wont try to update your system time if the difference is beyond a
certain limit. You would have to use ntpdate to get the current time
from your ntp server.

Please check http://www.cis.udel.edu/~ntp for a list of publicly
available ntp servers. Some of them require permission from the
administrator so I wouldnt go about distributing a list of ntp servers.
