feature(`nouucp') is buggy ... and you need to have uucp installed first.
remove it unless you use uucp
in fact that nouucp thing is a kludge for far older sendmails - use a more
recent one (and update your sendmail libs to use the same version as your
sendmail)
Also - DONT USE LINUXCONF to config sendmail (do linuxconf --unsetmod mailconf)
