yes it is possible to access the other drive from linux. What u need is know is
where this drive is connected ie
hda-primary master
hdb-primary slave
hdc- secondary master
hdd- secondary slave
you will also need to know the partition numbers ie hda1, hda2......etc
after you have determined which hdd is windows and which partition no
create a mount point
mkdir /mnt/win and then
use this command
mount -t vfat /dev/hda1 /mnt/win
your windows hdd is mounted and to access your windows partition change to
/mnt/win directory you will be able to see all the contents of your windows
partition.
If you want to automatically mount the drive everytime the system boots make
suitable entries in /etc/fstab
