Try exploring,
1. Setterm has screensaver and power down variables, may be you could use
nay one of them.
2. Latest bios has facility to shutdown monitor in case of keyboard
inactivity, may be you can trap this event.
3. /etc/inittab does some keyboard trapping, use that.
