[LIH] ftp queries

Hi,
 is there anyway I can download a file upto *certain bytes* using ftp.
This the reverse of the REST and REGET functionality.
  One more, is there any ftp client that allows modifying the exposed
directory structure, dynamically i.e without killing->editing
.conf->restarting.
