Only if you gave wget the -b option... otherwise logs are generated on screen.

Just start another download (preferably from the same site) and look for 
something like:

See the line TYPE I up there? That means it is downloading in binary mode.
If you have a TYPE A there, then you are in trouble. :-)

IIRC, all Unix FTP clients look for remote system type (via the SYST
command) and defaults to binary transfer if the remote system is detected
as Unix.  Some Windows FTP clients like Cute FTP also tries this, but
I have no idea about wget's behaviour in Windows.
