What does your lilo.conf say, and have you properly installed lilo?  Maybe you
set a delay of 0 seconds and set the default as windows (or something).  I have
no idea about whether Windows ME has anything special in it which takes control
of the boot process all the time (but knowing M$ I wouldnt be surprised).
However, this seems more like a LILO misconfiguration.
