[LIH] Telnet does not work sometimes

Hi,

I sometimes have this peculiar problem. Sometimes, I cannot telnet into my
Linux Box. But, I can ping to the Linux Box during these "blackouts". It
also happens that the Linux Box disappears from the Network Neighbourhood
but here again I'm able to telnet and ping to the same. What is happening?
