If you downloaded the RHL .iso file, then it will most likely be
bootable; just burn it and try booting from it, should work.

OTOH, if you want to make changes to the iso image you downloaded, then
recreating the iso (for a RedHat image, assuming mounted on ./redhat)
with the command

mkisofs -T -r -b images/boot.img -c boot.cat -o redhat.iso ./redhat

should create a bootable CD image in redhat.iso.
