That is a very unwise thing to do. So, what happens is that suppose you allow
physics.iisc.ernet.in to relay through your server, I can relay through your
server using an id like [EMAIL PROTECTED] or
[EMAIL PROTECTED]
Spammers are not very particular about forging mail addresses ... so plz dont
do that.
What you can do is to enable relaying for your LAN IPs (and other IPs in the
iisc.ernet.in domain if you need). Roaming users (outside the IISC campus) can
use their own ISP's server for SMTP and use your server only for pop3 / imap
mail fetching.
If it is absolutely necessary to allow relaying for roaming users through your
server, set up smtp auth (or pop before smtp) - see
http://www.sendmail.org/tips/relaying.html and
http://www.sendmail.org/~ca/email/auth.html (I think)

You need not restart the system! Just restart sendmail using
/etc/rc.d/init.d/sendmail restart (as root). Or else, better still, do -
# kill -HUP `head -n1 /var/run/sendmail.pid'
[sends a HUP to the parent sendmail process]
