Actually, you can. root's permission is required only if you need to bind to a
port < 1024. Since the OP says his port number is > 1024, it is not a problem.

If the OP tells us what he intends to achieve, we might be able to help him.
As such, I guess sendmail can be recompiled to use its mail spool etc. within
the home directory of the OP.
