i have tried same just now with my system (RH6.2) 
with /usr/bin/satime replaced /home/shubh/bin/corn.t 
here cron.t have command to echo the op `date ` command

the crontab entry looks like

0,15,30,40 * * * * /home/shubh/bin/cron.t >> /home/shubh/tmp/op

now op file have exact time as following 

Sun Apr 8  12:45:00 ...
Sun Apr 8  13:00:00 ...
 
check out once again 

there in no problem .. btw cron dont have precision of second in the 
picture at all 

it have mins , hrs, days etc ..
