There is no such tool in debian. But yes, say if u want to start or stop a
service than u can use update-rc.d tool. Debian contains lot of tools but
no combined one like ntsysv. Once u start using these tools under debian u
will forget about ntsysv :-)

Unknown area for me. Sorry.

>3. My /var/lib/dpkg/available file is not upgraded even after running
>apt-cdrom add, any idea.

apt-cdrom add updates /etc/apt/sources.list.
After doing apt-cdrom add u have to do apt-get update
