Probably you had a heavy duty task running (or a lot of apps. running) &
it terminated just b4 you started top. So when top sees that the CPU
utilisation is almost 0. But load average is for the past 1 minute. Since
the app. was running in the past few minutes, load average is hight. If
you run top for a few minutes, you'll see that the load average comes
down.

[load average = avg. no. of processes ready to run during the last 1
minute.]
