Hi,
Your problem can be solved. First of all 
u must install lilo on the primary master . I think 
u must say on the lilo.conf file that 
boot=/dev/hda 
If u install lilo on any other parttion then u must set it as a
active partition . You can remove the older entry by 
fdisk /mbr 
And now your system will boot windows98 without any probs. 
To load windows NT 
u have to configure the boot.ini file in NT 
to load linux. Use the latest version of lilo not the one that comes with
Redhat 7.0.
