The patterns this lead to are:

Two colons (:) -- won't work
(2) ^Old-To:.*: linux-india-help
Two colons -- won't work
(3) ^To: linux-india-help
The header says: "To: linux <linux-india-help ..."
Hence, this recipe also won't work.
Fix your recipe as other listers have suggested.
