Most probably you haven't got it configured properly, so it didn't start up
at all? Or maybe an older bind is already listening at port 53 - refusing to
allow 9.1 bind to it?
See the files in /var/log (esp /var/log/messages) for more.
BTW, upgrade to bind 9.1.2 ... lots of bugfixes from 9.1.0
