Well, I didn't see anyone mentioning this one, and
since I was the one who posted a reference to FHS
recently, here goes...

FHS is the Filesystem Hierarchy Standard, which is a
community effort of Unix distributors, developers etc.
on a standardised layout of the Unix filesystem. It
says, among other things, config files go in /etc,
libraries in /lib etc. (Remember on old Unixen /etc
was a common location for system binaries such as 
init(8)).

The project is homed at http://www.pathname.com/fhs.

Many linux distributions nowadays are aiming for full
FHS compliance.
