I have  not installed Dragon  Linux, but am conversant  with the
UMSDOS procedure.  Normally, most of these  UMSDOS distros/ mini
distros  are  designed to  run  from  C:  ... please  check  the
setup.bat file and make necessary ammends. You would not be able
to run  it from E:  without tinkering. In  case you want  to run
from E: then  you have to do  an rdev on the kernel  to point to
the  right partition.  Normally it  is set  to /dev/hda1  in the
default distro. Doing  an rdev in not a  simple proposition, you
have to boot  into Linux from a stand-alone  floppy distro (like
tomsrtbt or alfalinux), or fron  the root/ boot set of Slackware
and do the needful, if you do not have some other  Linux on your
hard disk already.

Advice: install on C: if you have space, and it should run ...

Formatting a DOS-16 bit partition in Linux:
a) Through Linux fdisk mark the partion predesignated for DOS
   FAT-16 as Type 4 (if it is < 32 mb) or Type 6 (if > 32 mb).
b) mkdosfs (man mkdosfs for details). The minimum options are:
   mkdosfs -c -f FAT-16 -n volume-label /dev/hdxN
