[LIH] A good ICON editor needed

Hello,
      I need a good icon editor program that can create windows *.ico 
files. I have pcqlinux 7.1 with kde 2.1 but have not got good results 
with kiconedit so far . Is there some other program which will help me do 
this ? GIcon format is not recognised by windows applications.
