The two processes are not related. Please check the configuration of your
httpd.conf

from the man use the default squid.conf file, back it up and then make
changes only for the port number that you want squid to run/ answer on
subsequent additions can then be made as per your requirement
>swat is not starting at all
check whether swat is enabled as a service
D/L and use webmin if you find the above still not achieveable
