This is dependent upon the distro. Unfortunately, most people
on the list are on RH (Thanks to PCQ), which I gave up since
ver 5.2 ... and this is a weak area for me.
In Slack, it is just a matter of copying your CD to a DOS or
Win partition if ext2 partition is not available, and booting
through the boot/ root disk set and telling Setup where to
look for the packages ... similar to DOS/ Win ...
In debian, you need the initial set of disks to load the base
system, and the rest can be done from HDD, local network, CD,
floppies, or directly from the debian mirrors over internet.
If you have downloaded an ISO image, or made an ISO image,
you can install over a loopback ... this needs detailed HDI
(How-Do-I).
I have no idea about newer RH, SuSE or other rpm systems.

#cp /path/filename /floppy
Then boot through Win/ DOS and copy from Floppy
