You are not doing it right....

download these rpms from RH's site into a single directory...

db3-3.1.14-0.3.6x.i386.rpm
db3-devel-3.1.14-0.3.6x.i386.rpm
db3-utils-3.1.14-0.3.6x.i386.rpm
popt-1.6-6x.i386.rpm
rpm-4.0-6x.i386.rpm
rpm-build-4.0-6x.i386.rpm
rpm-devel-4.0-6x.i386.rpm
rpm-python-4.0-6x.i386.rpm

and then issue the command....

rpm -Uvh *rpm

and then immediately issue the command..

rpm --rebuilddb

and you will be on rpm4
