Run ntsysv as root and shutdown the nfs and portmap services (uncheck them).
Then just run /etc/rc.d/init.d/nfs (or nfsd) stop, /etc/rc.d/init.d/portmap
stop
Disable telnet and ftp while you are at it - install and use ssh and rsync.
