Ok a couple of questions, what does /usr/X11R6/bin/X link to ? and which
version of X are you using.

If X doesnt point to Xwrapper then permissions of Xwrapper doesnt
matter. Moreover, since version 4 I think X need not be suid root so
actually there isnt any need for Xwrapper. 

  Try logging in as a normal user in the console mode just to be sure its
an X related problem. One thing that comes to my mind is that X use /tmp
for tmp files. If /tmp is filled up or doesnt have write permissions or is
deleted, X wont be able to start up. So just give that a check.
