You mean you actually set an IP address as the MX record?  Never do that.

Instead do something like

mydomain.com.   IN      MX      10      mx1
                IN      MX      20      mx2
mx1             IN      A       10.1.0.1
mx2             IN      A       192.168.1.1

In the backup MX, just put mydomain.com into rcpthosts but not into locals
or virtualdomain.  That is, don't declare mydomain.com as local, instead,
just make sure your qmail on the backup MX relays for mydomain.com.  That way
the sec MX accepts mail for mydomain.com, queues it and then waits till your
pri MX comes back online.

That's the default behavior, and as it should be.  For example, imagine a
case where your domain's users are all on your office LAN but your server is
in the USA.  That way, you'd put mydomain.com in locals / rcpthosts on your
LAN qmail server so that mail between two users on your domain is not sent to
the USA and then popped back down to you.

This is not anything specific to qmail, it is just the way any random
mailserver operates.
