Dont confuse the telnet client (which is just a client to connect to any port
you want) with the telnet port (23, typically, though there are variants)

Telnet should be enabled only if you want to give your users shell access to
that machine.

Enable it in xinetd and start it ... 

chkconfig ipop3 on should have done the trick I think (I don't use deadrat,
or xinetd <- planning to switch to this, so check)
