No need, mostly.  Most mail clients can automatically decode uuencoded text.
As it is plain text you don't even need to encode things - write a script to
generate the appropriate content-type and MIME attachment headers.

If you poke around http://scriptsearch.internet.com you will likely find
readymade scripts to do this.
