I don't know what the print system under 7.1 is ... (thought i heard they have switched to something different)... but on the older RH one I have managed to get economy mode on a HP Deskjet printer. IIRC /var/spool/lpd/lp/postscript.cfg was the one I edited Hope this was of any use.
