I have got this before and I doubt it's the bug with dos fdisk where it zeroes
some initial sectors rather than filling them with information. Was that
partition created with dos? This is documented in linux fdisk manuals. There are
compatibility mode but better not work that way.
I suggest you to delete the partition, recreate it from linux and format it in
windows.
