sar aka. sysstat is a great package but if I undertstand the query
properly it wont help. sar/sadc will tell us the performance of the
system as it understands. It will tell us about the memory utilization
patterns, CPU load, network traffic and things like that.

As somebody else suggested MRTG even that doesnt tell you how much time
it will take to upload a file to a given server it can only report what
the traffic was through a given router. Between the user and the server
there can be anything between one to twenty routers (hopefully not
more).

What I think pitstop.com is doing is somehow transferring a fixed amount
of data to their server and the server is calculating the time taken to
transfer the file from the client browser to the server. Hopefully this
will help the originator find the answer he is looking for - I believe
ZdNet also gives you a simillar feature called a download calculator(It
tells you how much time it will take to download the file from a given
server).
