It is likely that java plug-ins have not been loaded. Where
did you install the Netscape-6.1 from ?  Is  it  from  your
distro or from some other place, in which case, things  may
have been left out, or installed at locations not looked up
by RH-7.1.

Under RH Linux upgrades are possible only if  the binary is 
from RH, in which case rpm -Uvh is likely to work.  If  you
install from a tarball, or from  Netscape  from  some other
distro, it may not "upgrade" per se. In any case,  links on
the menu of a WM is a function of how the menu is generated
during install of "official" packages only.
