If your dialing is  through chat scripts, there sems to be 
some problem in the setup. There should be a /var/run/LCK*
on when you are through which does not permit  other proc-
esses to intervene. In any case, one way out  would  be to
redirect your hourly cron through a script, which can do a
check for active ppp0 interface before dialing. If active,
execute fetchmail, otherwise call your chat scripts/wvdial 
to dial afresh and retrieve mail.

Don't know why you want to be in Spectrum for getting mail
since you can access any POP3/ IMAP through vsnl  as well,
and vice-versa.
