My question here is , are there  dpkg downloads
and Alien downloads for RedHat Linux 7.1 (kernel 2.4.2-2).
I mention the kernel version , as I have not got over the
shock of being made a fool of by httrack.com 's latest
version 3.09.(They did not have the configure shell script,
and the makefile in the download !)

To convert using alien he will have to have dpkg also on his machine :-)

Wrong. Checkinstall is to install the packges after converting to the
package format whichever u want deb, rpm etc. It is not for converting from
one package format to another.
