When I got the same problem,
I made one win 98 bootable floppy with loadlin and vmlinz on that.
Then from dosprompt, i went to linux partition and then
made another disk.

your disk should be brand new and there should be any bad marks. Clean your
floppy drive before making a new boot disk.
