if you want to access from network neighborhood, it is not nexcessory
to have smb server as pdc , otherwise you have to configure it as shanu
mentioned.

otherwise just uncomment , encrypt password = yes

in the part you of your smb.conf you have posted there is a ; before
encrypt password = yes
; means comment so you have to remove it
restart smb server after that and try to access .
