If you are getting full sized desktop but not full physical monitor window, 
better use monitor controls to widen/heighten area. Refresh rates(both of them) 
are meant to tune the flicker(or lack of it) and getting a clear picture.

Many a times I have observed that control settings for windows and linux are 
different. i.e. if I tune monitor for linux have to change that setting again 
in windows.
