Vipuls Razor, Vernon Schryver's DCC (http://www.rhyolite.com/dcc) etc depend on a large amount of data being gathered by several clients, and shared across all the users, as far as I can see. In the initial stages - yes, you will have to expect collateral damage (innocent mail getting blocked).
