In the reverse order. Actually, only 
nameserver 10.20.254.101
will suffice.

in /etc/named.conf
define
forwarders {
        203.197.236.4;
};

What I do locally is:
my local nameserver has all the details of the external and internal
systems, while the external resolver has partial details of the external
systems.
