No. qmail/sendmail/exim/postfix are MTAs. They talk smtp and transfer mails between two mail servers. For pop you need a server that talks pop. Pop transfers mail between a mail server and a mail client. These two are different things and that's why there are two different servers. In fact you can use two different MTA's simaltaneously. One for incoming mails and one for outgoing mails.
