There can be multiple possibilities so check one by one. 1)Some firewall blocking incoming sessions. 2)elnet service not configured and.or started. Have a look at /etc/xinetd.d/telnetd.conf(or something similar). Make sure that xinetd is running. 3)/etc/hosts.allow and /etc/hosts.deny. Tweak them to suit your nee. HTH..
