Have you tried these two packages, xkbsel and xkeycaps ?  xkeycaps helps
you find out the modifier bits generated by a particular key-press event
and after that xkbsel helps you to map this.

Do an `apt-cache show xkeycaps/xkbsel' if you are on Debian GNU.
