I guess you can run some program everytime there is some action like commit.
Look into $CVSROOT/CVSROOT and cvs admin manuals for exact details..

So write a shel script to send mails with relevant details..

You need to do both. In order to mail to work, you need to have a mail server 
relaying mails to main mail server. then you can use mail command from shell 
script to send mails to any internet mail id....

I would suggest you to start a cron job which will send mails say twice a day 
with files changed since last report and theit log messages. It will keep from 
filling user mailboxes with individual mails..
